Spray an 8×8 inch glass casserole with nonstick cooking spray, set aside; Preheat oven to 350 degrees.Cook tortellini according to package directions, drain and set aside.Mix butter and flour to make a rue in a medium saucepan stirring slowly. Blend in milk and cheese. Do not boil.Combine ham and pasta in an 8" by 8 " glass casserole dish. Pour liquid cheese combination over pasta.Place bread crumbs in a skillet.
